I've done the following:

On target server:

STRNFSSVR SERVER(*ALL)
CHGNFSEXP OPTIONS('-I -O RW=,ANON=0') DIR('/scserver/userdata/reports')

On source server:

MD DIR('/ereports') DTAAUT(*RWX) OBJAUT(*ALL)
MOUNT TYPE(*NFS) NFS('xx.xxx.x.xxx:/scserver/userdata/reports')
MNTOVRDIR('/ereports')

I can do a wrklnk and see/work with the contents on the target server.
But the Domino agent is still having 'trouble'

The code in one of the agents is pretty simple.

You can use the MOUNT command to mount the remote file system to a
directory under the data directory.

I'm looking at moving some of our domino servers to a new physical
server. We have a number of Domino applications that use stream files
created by other applications that are placed on a specific iSeries.
Even though I'm moving the Domino server I'm not looking at moving the
stream files to a new server.

For example, we have an application that is using an agent to retrieve
the file. Currently, the agent is using a location similar to
//application root/userdata/reports/file.pdf. This works like a champ.
Now, I'm moving that Domino application so the stream file is now
sitting on a different iSeries. Can a Domino agent work with
/qfilesvr.400/server/application root/userdata/reports/file.pdf? Would
you have to have QNOTES setup with identical passwords in order for this
to work? Would there be any other options?
