When we went to the newer client we tried the carrot and stick approach.
We purchased a training package. We said, you finish the course, you get
the upgrade. Many people got their PC's upgraded at this time also as it
wouldn't run on some really old versions of Windows out there and some
hardware. They were digging this. Then we said if you didn't complete
the course in x days you were locked out of Notes. The time given to
complete the course was extremely lengthy. The course could tell me
exactly how far along they were.

All well and good until there was a change in management and the new guy
brought in several new cronies from raiding former employers. The first
time one of them got locked out was the death of the training requirement.

Now, some people figured out the course didn't care what your answers were
on the tests and what parts were optional. The fastest person to take the
course finished it in just over 2 minutes by entering the hell out of it.
He also volunteers to coach and manage the local pee wee football league
and therefore teaches kids sportsmanship and ethics. Gotta love that
irony.
