You're fighting the wrong battle. As long as they keep comparing old
basic client versus current something else the costs will be tough to
fight.
Instead of a grandiose plan to roll out upgrades put the standard client
on your PC. Show a few people. Do it piecemeal. Once they get used to
that then they may be more open to listening about the costs to go from a
current standard client to Outlook.
