Did you try doing this on a standalone machine (either Windows or Linux)?  I don't think 5 a second is slow; the web service is only about 3 times as fast.  Two millions documents with the web service is still 30 hours.

In the past, I've found pure Java to be faster than trying to invoke from
RPG.

What OS version? What Java version? 32/64 bit?

Have you tried to determine where the time is being spent?
