Actually, it's the opposite.  Generally IBM creates API's so that developers
can get at system functions through a sanctioned interface.  Before API's
became so widespread, many developers used unsanctioned "clever tricks" to
get system functions or data.  It's these "clever tricks" that often violate
Level 40 security, not the sanctioned API's.
