Maurice,

Not so. At level 40, you can use any PUBLISHED interface provided by
IBM, including most, if not all of the MI op codes documented in the
functional reference manual. I say "most", because the functional
reference is a bit old, and I vaguely remember a few operations being
disallowed. What you cannot do is directly execute system programs that
may have been hacked by enterprising programmers back in the days when
that was the only way.
