Here is a cpytostmf command that works for me:

                                                                
 CPYTOSTMF FROMMBR('\QSYS.LIB\QTEMP.LIB\HTML.FILE\HTML.MBR')    
           TOSTMF('\qlansrv\public\employeedirectory\empdir.html')   
           STMFOPT(*REPLACE)                                    
           CVTDTA(*TBL)                                         
           TBL('QSYS.LIB\QASCII.TBL')
