AS400's have an "A" and a "B" side.  Normally you should be running on the
"B" side.
As far as i know, the only difference between the two is PTF's.  Permanently
applied PTF's are on both sides, but temporarily applied ones are only on
the B side.
I know there have been quite a few PTF's for the TCP stack, particularly
with regard to comms performance.  This might be your problem if they are
only applied temporarily.

I'm a bit confused at the lack of "A" though.....  What machine/OS are you
running?

Also, do a WRKSYSACT, and see if there's anything hogging CPU %. If you had
a lot of open files, there may be damaged access paths, which the system
will try to rebuild. It will have done some while it IPL'd, and the rest
will happen in the background.  Don't ask me what the job name is, but this
should show up in WRKSYSACT.
