I think I'll start with George's suggestion first and see what it brings. 
This is for a single customer but I'm sure it will grow but we will start 
slow.  I'll let everyone know how it turns out.

 When we did this, we created an FTP script that used "quote rcmd
<as400cmd>" where <as400cmd> was a command that is found in the library 
list
for TCP server on the AS/400. I think the command we used was of the form
"CALL applib/apppgm" where we called out a specific application library
(applib) and custom program (apppgm). We secured the program so that only
the AS/400 user that NT used in the FTP processing could use it. (Yes, we
had to be sure the NT server was "secure" too!)
 There was one other trick: "-s" on NT's FTP command allows running a 
script
that can have a user ID and password buried in it (OK no flames -- I know
that isn't the best from a security standpoint!). 
These two tricks got us a totally "hands off" process that could be kicked
off by a OEM scheduler on the NT side.
