What about on the chgjobd,  does this "really"  change it and how can I
access that.  There is no rtvjobd,  and rtvjoba does not have jobd on it?

The jobd value from the userprofile is retrieved at job initiation (i e
signon), so to get the new values you will have to logon again.

I have a corporate menu  that depending on which company the user selects
their libraries, and jobd are  set.   The library part works great.
However on the jobd - which  I do both chgjobd jobd(locationa)   and
chgusrprf  usrprf(&user)  jobd(locationa).  If I look at the usrprf after
they select which  location they want to enter it looks fine, but within
the CL  I do a  rtvusrprf and I get the original jobd not the one I changed
it to.
