While not triggering a java program, I have been involved with projects
that ran on NT server where the AS400 triggered a task on the remote system.

Bascily we had a very small, low priority, job running on the NT server
that watched a pre-determined file for changes. When that file changed, it
triggered some function on the NT box.

The AS/400 pushed the files to the NT server via ftp, and put the trigger
file on the system LAST.

Of course, both the AS400 and the NT server had to have a lot of validation
to make sure the transfer occurred successfully, but that wasn't a big deal.
