When managing AS/400 system performance there are several obvious choices
that can be made:

Close our eyes to bad performance problems & pretend they are not there.
Become an expert on tinkering with IBM settings & spend a lot of our time on
this & get damn near nothing else accomplished.
Devote a few months each year to a refresher on what our worst performance
problems are & use that to guide us in managing the applications & data that
are contributing to performance problems.
Pay IBM or an IBM partner some bucks to manage PM/400 to help us out.
Pay IBM or an IBM partner some bucks to add memory & hardware & right size
our CPU model.
Pay some 3rd party outfit like Robot/AUTOTUNE to get the job done.

Play the blame game.
The reason the system is so sluggish right now is because SO & SO is running
a query interactively when it should go batch ... this has greatest impact
when the query inefficiently accesses huge files.

Encourage the use of JOBQ for any job that negatively impacts interactive
response time for everyone when run on-line.  Seek corporate policy to that
effect.
