Is there a separate time on the system that is set to GMT? Because our clock
is set to our local time.

What is the value of your UTC offset?

This is contained in the system value QUTCOFFSET and represents the
difference between your system and Greenwich Mean Time.  Some
applications will use this to calculate the time.
