Maybe it would be helpful to determine whether the system time
(modification time of object) or the timestamp is incorrect.  Assuming
that you are in the US Central Time Zone, 3:00 AM CST should equal 9:00
AM GMT.  The later of the two times, calculated by subtracting (or
adding) zero to GMT, would be the incorrect time.  I have trouble seeing
an object-embedded timestamp being affected by the offset, what is the
origin of the timestamp in the object name?
