Not exactly.  ;-)

It's based on Universal Time Coordinated (UTC) not Greenwich Mean Time
(GMT).
As the UK observes BST (British Summer Time - not BSE the mad cow thing)
the time in Greenwich will move ahead one hour in the Spring (the week
before North America does, Europe & North America can't even agreen on a
start date for this stupid Daylight Savings Time - at least they agree on
the ending date) but UTC doesn't change.  SO - If you set QUTCOFFSET and
your location observes DST, you need to alter QUTCOFFSET as well in the
Spring (-1 hour) and the fall (+1 hour) when you alter your clock.

Yes.  UTC is what time it is in Greenwich, England.  Call someone there
and
ask what time it is.  The difference between that and your local time is
the
offset.
