The changing of that value did fix it. I use "TIME" in RPG to get the time.
I know that time is accurate because that time is in the afternoon when we
create these files, the modified time was in the morning.

Maybe it would be helpful to determine whether the system time
(modification time of object) or the timestamp is incorrect.  Assuming
that you are in the US Central Time Zone, 3:00 AM CST should equal 9:00
AM GMT.  The later of the two times, calculated by subtracting (or
adding) zero to GMT, would be the incorrect time.  I have trouble seeing
an object-embedded timestamp being affected by the offset, what is the
origin of the timestamp in the object name?
