I would suggest that this is a good thing to be testing.
Many ISPs are poor performers as public utilities.
You lose your connection to the outside world & you do not know it until a
user asks why they having trouble doing something & you not know that it is
because outside world no longer connected.
Meanwhile, until you find this out, there is e-mail to you from customers &
vendors that is bouncing, claiming the e-mail addresses are invalid, or some
other misleading error messages.  Some of that e-mail will be from customers
who know you have a cheap ISP & will try to contact you some other way.  Some
of it is from potential customers you just lost because of this & you not
know it.
Thus, when the ISP goes down, you want to know PDQ, and initiate whatever
remedy.
