Tell your boss that is will cost you *MUCH* more to figure out all the problems, changes and issues with VB4, RDO, the Jet engine and CA then the cost of a non-enterprise version of VB6 (or VB.NET). If you're just starting with VB it's safe to assume that you don't need enterprise.
