security question: authority to build a logical

Is there a way to grant authority to build logical files without granting 
data authority (add, change, delete, clear, etc.)

not on a file by file basis - preferably globally via user profile 
authorities, or, in a pinch, by library.

The reason is, (as you may guess based on my last post), I'm trying to 
improve performance by building logical files suggested by the query 
optimiser.   I don't have a proper testing environment, and the files are 
too big to make copies of just for a quick logical build and test.
