Note that a 'shortcut' is not an executeable file exactly. Create a <test> 
directory off of root and put some shortcut in there. (This isolates everything 
to make it easier to see.) Then go to a command line and run DIR C:\TEST to see 
the file name. The shortcut should be a .lnk file. Why these apparently aren't 
directly interpreted as executeable, only MS knows.

I agree with the previous post that recommended dropping the <C:\> or perhaps 
the <C:\progra~1\intern~1\iexplore.exe> suggestion. IEXPLORE.EXE should be 
found through the path; if not, use the DOS path format. If those cannot be 
used, you're probably going to need a .bat file or something more involved.
