Well, I modified it around to test qp2shell on our development machine 
without TSM.  It now looks like:
....+....1....+....2....+....3
 ************Beginning of data
#!/usr/bin/sh 
cd /ROB 
ls >/Operations/list.txt 
 ************End of Data******
And I verified that /ROB exists with
wrklnk '/r*'
Object link
...
ron 
REPTEMP
ROB 
ROBTEST
...
Now when I run 
call qp2shell ('/QOpenSys/bin/sh' '/Operations/StartTSM.sh')
I get a qshell terminal session with:
/Operations/StartTSM.sh[2]: /ROB^M:  not found.
Press ENTER to end terminal session. 
What's this control-M garbage?
