I wrote an article in the old News 3X/400 years ago about this.  Basically 
you could do something like
ANZQRY QRY(MYQUERY)
RTVQMQRY QMQRY(MYQUERY) SRCFILE(QQMQRYSRC) ALWQRYDFN(*YES)
RTVQMFORM QMFORM(MYQUERY) SRCFILE(QQMFORMSRC) ALWQRYDFN(*YES)
Analyze the source for the qmqry and replace any hardcoded libraries with 
*LIBL.
CRTQMQRY QMQRY(MYLIB/MYQUERY)
CRTQMFORM QMFORM(MYLIB/MYQUERY)
STRQMQRY QMQRY(MYQUERY) QMFORM(MYQUERY)   replaces RUNQRY
None of the above require 57##-ST1 be loaded on your system.  But having 
that allows you to do a STRQM to use a prettier prompter to modify it than 
editing the source files and recompiling them with CRTQMQRY and CRTQMFORM.
