I believe they were misunderstanding.  To the best of my knowledge all 
counties adopted DST.  What unexpectedly happened is that many counties 
switched from ET to CT.  Which, while he initially claimed "free choice" 
sent the governor into a tizzy and he rescinded that and really put the 
strongarm down.  He is under the belief that the map of the US says 
nothing but "here be dragons" for all points west of Indiana and our sole 
purpose is to serve east coast businesses.  Again, to the best of my 
knowledge all counties adopted some form of DST.  But to find out 
otherwise wouldn't surprise me - there's a lot of independence in this 
state.  Kinda like it that way.
