Do the 'lite' versions of .NET include an IDE? What languages are supported?
Where can it be downloaded?

Michael,

the .net 2.0 sdk is a no charge download. It does not have an IDE but
it does have the command line compiler that an IDE like Visual Studio
runs when it compiles.

This book by Petzold is very good:

Petzold has a no charge, no frills IDE on his web site:

highly recommended!
