Problem: I want to send a *SHUTDOWN command to a data queue, but I do not

If you are trying to prevent the background job from processing an old
shutdown message when it starts up, you could have the background job
send a startup marker message to the dtaq before it starts to read the
queue. Then change the logic to not process shutdown messages until
the startup marker is received.
