Before the system value existed, your libraries were locked if they were in a 
library list.  I left that as the default.  It prevents the library from being 
deleted when it exists in a jobs library list.

Subject: Setting for system value QLIBLCKLVL survey
Our system value for "Library locking level" (QLIBLCKLVL) is currently set to 
"1-Lock libraries in the search list". After reading about what this controls I 
am thinking it should be set to "0" to not lock the library search list. Our 
typical user has around 20 libraries in the library list. Before I changed it I 
thought I would check to see how the rest of the readers on the list set this 
value.
