A couple of sugestions:

1. Do it brut force: schedule a job every 15 minutes (84 entries)
2. One job that re-submit itself after completion (it will need to
check the time)
3. One job that wait and activates it self every 15 minutes

I have a batch job that needs to be submitted and run every 15 minutes
from 3:00 AM to midnight. The machine does not have ROBOT installed.
