1. Create a Job (1) on the Job Scheduler (WRKJOBSCDE) that at 3am
submits another job (2) that uses a DLYJOB and loop to submit the job
(3) which runs every 15 minutes.
2. Create Job (4) on the Job Scheduler that at midnight cancels job (2)
