Based on what I have read in the past I am not 100% sure 13488 is UTF-16,
and might be tempted for CCSID 1201.

Anyway, notepad supports UTF-16, file save as and then set the encoding to
"Unicode big endian"

Hello,

I am working on a software agreement that will be used with a soon to be
released product on the IBM 1. I have used EDTF in the past, but this
is a real pain to use. Agreements are stored in the IFS and must be
CCSID 13488, UTF-16 and Big Endian.

Looking for suggestions for a PC editor that will do the job that is
inexpensive or free. What have you been using?
