I use PSPad. http://www.pspad.com/en/ It's a great editor that I use for a wide range of development purposes. It supports any of the common line endings for ASCII and will automatically detect your files for encoding. Use the format tab to explicitly select or change the encoding or line ends so that you can open a file of one encoding and then change the formatting and save it as another.

The editor also provides a large number of highlighter files and allows creation of your own highlighter files which I use for CL and other IBM i specific things. It also offers a build in hex edit function via the view tab that sometimes comes in extremely handy.

The down side is that it only runs under Windows.
