This problem was discussed last year on a public list or forum. I don't remember which. There don't appear to be many options. Keep running Windows XP. Work out a replacement strategy. I'd suggest migrating the application to a browser UI.

Subject: Running VisualAge RPG applications on a Windows XP 64 bit OS
IBM Support told me that it is not possible to run VisualAge RPG
projects on a Windows XP 64 bit OS. Has anyone else run into this
problem and have come up with a workaround?
TIA,
Phil Mant.
