"UNIX'y" things like SSH aren't necessarily prepared to work with userid's
longer than 8 characters. You may get further if you set the environment
variable PASE_USRGRP_LIMITED=N If setting PASE_USRGRP_LIMITED=N helps, I
expect you'll need to have the same environment variable set in the sshd
daemon for the long userid to sign into the system via ssh as well.
You don't say what IBM i release you are using, but the "ssh-rand-helper
child produced insufficient data" message is a possible symptom of an issue
on IBM i 5.4 that is corrected with PTF 5722SS1 SI36679 (an even better
symptom for this issue would be MCH3601 messages in the joblog mentioning
procedure qp0lds_dup2__FPiT1iT3 in module QP0LDMSY
