You can as long as the job is on queue, you cannot enter the debug commands until the job is active.

1. Submit job as held or to a job queue that is held or not attached to a subsystem.
2. Start the service job
3. Start debug
4. Release the job or move to an active job queue
5. Enter the debug commands when prompted
