I installed the library from a save file i ftp'd to the iseries. I then CRTCLPGM, and call the created program. All this under my profile which is part of QPGMR.

After the restore and create, i granted QPGMR all authority to the objects in the library.

Yes, the library XMLSERVICE is secured by an authorization list which i am listed as all authority.

im trying to create a procedure and get Not authorized to CREATE PROCEDURE. message. I checked the authority of SYSROUTINES in QSYS2 and qpgmr has full authority which my profile is part of.

What else am i missing?
