What happens if you try to create the stored procedure with System naming
convention instead of SQL Naming.
You may need to change the environment where you are working to the System
Naming convention.
STRSQL --> F13 --> Option 1 --> Naming convention
System i Navigator --> Run an SQL Script --> JDBC Settings --> Format -->
Naming convention

im calling a program from a command line under my profile which if part of
QPGMR group.
The command run is:

The create proc is:
CREATE PROCEDURE XMLSERVICE.iBLOBR15M(

often more information there, and we can only guess until we know more.
What interface are you using? If STRSQL, put cursor on message and
press F1, then F10.
If Navigator, WRKOBJLCK YOURUSERID *USRPRF and see if there's a
QZDASOINIT job for you - then check it's job log.
