I've lost track of what release you are at,
but this IBM page lists the security you need for Create Procedure.
You need insert priveledge for tables SYSPROCS and SYSPARMS
and execute rights on lib QSYS2

I installed the library from a save file i ftp'd to the iseries. I then
CRTCLPGM, and call the created program. All this under my profile which
is part of QPGMR.

After the restore and create, i granted QPGMR all authority to the
objects in the library.

Yes, the library XMLSERVICE is secured by an authorization list which i am listed as all authority.
fyi. im tring to install xmlservice

im trying to create a procedure and get Not authorized to CREATE PROCEDURE. message. I checked the authority of SYSROUTINES in QSYS2 and qpgmr has full authority which my profile is part of.

What else am i missing?
