Rules are rules. I used to have to get at least three bids for a slightly
non-standard sized box of paper that I used one box of per year and cost, as
I recall, about $12. Only one vendor carried that particular size so I had
to get exception approvals (every year) from my boss, his, boss, and the
general manager. And, No, I couldn't order three years' worth.
