Wow, you sure you don't work in banking? I have the same problem. Want a $500 IDE? Write up a three page justification and MAYBE it will go in the budget for next year... Took me two years to get JetBrains IntelliJ IDEA for the better Groovy support. Oddly enough though now that everything is going the MS way, I can have Visual Studio 2010 Premium without the bat of an eye because it gets buried in the cost of the EA agreement. It's a mad, mad, mad world.

Rules are rules. I used to have to get at least three bids for a slightly non-standard sized box of paper that I used one box of per year and cost, as I recall, about $12. Only one vendor carried that particular size so I had to get exception approvals (every year) from my boss, his, boss, and the general manager. And, No, I couldn't order three years' worth.

I'm surprised he has to justify $30 to his boss. That's less than he'd spend surfing the web looking for alternatives. It would be different if he was saying "we have 9,000 androids and I'm looking to access my i from them all". Granted, in that case he'd be taken to the wood shed for rolling out a 5250 application to 9,000 androids. But if it fit, the cost savings from looking at alternatives might now be 9,000 * $30.
