Have the print operator change the forms length to 7 inches.
Since the printer is printing incorrectly in both SCS and IPDS mode, it is 
the printer setting of 11 inches that is wrong.

You can do anything you like on the host side, but the local printer 
operator always wins.

If you don't believe that the printer is set to 11 not 7, take a quick 
network trace or IPDS trace, and I'll  find the forms length that the 
printer is reporting for you.
