I was going to suggest openSSL as well but I guess it slipped my mind!

retrieve certificates from servers and Scott mentioned:

These examples deal with SMTP servers, but it should be easily changed for
FTPS. There's also a link to the openSSL page where you can get a newer
version. Not sure if that's necessary or not.

That Windows one is a very old version I threw on there a long time ago
(2007) so it may not be the best choice.
