Most likely they already have C# or VB code that you could just use by installing the Mono .Net code on IBMi.
What 3rd party library are they using ?
Maybe time to work with the Windows guys instead of re-inventing the wheel. One of the tenets of any of the open source languages running on IBMi.

They render it manually by reading thru the text, with a 3rd party, Windows-only, .NET tool to create the output. There process is basically what I'm looking at doing, except I'll be doing it in RPG and (most likely) pdfbox.
