We have a utility that converts markup to PDF. From my perspective this
would be a better fit for you than pdfbox. We'd only need to convert your
markup to our markup.

The mapping of your markup to our markup appears to be straight forward. It
appears that it would be a lot less work to map your markup to our markup
than for you to build a conversion utility using pdfbox and possibly your
creating RPG wrappers around pdfbox classes given factors such as:

a. The granularity of the pdfbox API.
b. The position coordinate system in pdfbox.
c. The prospect of page breaks.
d. How font characteristics might affect positioning.
e. No direct correlation between your markup and pdfbox APIs.
f. Testing and debugging.

An alternative is available. But you'd need to find justification for a
purchase.
