Since V5R1, when you issue CHGPGM ... RMVOBS(*ALL) the status of "Observable code" is changed to "*UNOBS" and compresses/hides the observable code "elsewhere" in the object.

Also true. Anything compiled at 7.1 or above should be exempt from this in the future. Even if you compile something at 7.1 with a target release TGTRLS going back a level or two.
