Apparently this isn't something you can fix at your end.  I sent an 
email to mysphelp@xxxxxxxxxx which opened a case.  I then got a response 
from them ("IBM Salesforce Support")  about 45 minutes later which said 
this:

We have fixed your access and you now should be able to access to the 
Support Community.

Please clear cookies and cache of your browser and then access again via 
the following direct link using your IBM Login ID and associated password:

https://www.ibm.com/mysupport/s/

If the issue persists, please make sure you are using the IBMID

That was the extent of the communication.  So, if you are encountering 
the issue I guess the only "fix" is to contact them via email and have 
them straighten out your profile.  Not an efficient way to handle it but 
it gets the job done.
