Maybe I should stop mentioning (what may be only my opinion and not fact) that IBM omits some because they are log files and may be locked. And only mention that IBM specifically omits some because they are saved with SAVSYS and saving them with IFS SAV command will cause duplicates and possibly corrupt systems upon upgrades.
Multiple reasons. One, I've not found any documentation on the first sentence while I have on the second. Two (and more importantly), to discourage those from changing the ALWSAV parameter based on their desire to 'save all' regardless of the locks or expendability mentioned in the first sentence.
