you can perform your Option 21 to an Image Catalog, but as Jim has
mentioned, you cannot recover from it.
Remember, Option 21 is something you run from outside of your OS.
But you can use different approaches to recover from there, depending on
your scenario :
1) You can run a tape out (DUPTAP to Tape cartridge) to recover from a
physical tape.
2) If you need to recover remotely (Cloud, lights out DC or remote DC),
you can use a "cloud approach":
* Save an Option 22 + QGPL and QUSRSYS to an OPTICAL IMAGE CATALOG
and send it to a NAS or auxiliary IBM i
* Save the data with Option 23 to a TAPE IMAGE CATALOG, and send
