It is much improved. The Outline is now similar but not exact; however, it is very useful for navigating around the source. It's under "Explorer". I've moved the Outline to the right side. Having it together with the Mini Map makes a great combination. For me, it works best when I collapse all in the Outline.

Yes, code4i has an Outline, but in the past it was barebones and not worth
using. In my current code4i install, the Outline won't load so I can't say
whether it's been improved.
