Is SEU "needed" to edit a CL program in a crisis situation? If you were
tasked in such a situation to work on a system without SEU would you reply
to IBM that you couldn't do it? Or would you find a way?

that others might have different opinions, based on differences on how they
work with the system. Including muscle-memory.

EDTF. And there's your lightweight equivalent to notepad.

No, it's not. IMHO. Edtf is more cumbersome to use than SEU and not
likewise neatly integrated into wrkmbrpdm. Also: muscle-memory. Also, I'd
not strictly count SEU as being a development tool. It's an editor for text
contained in members of files. But this in turn is my personal opinion.
