Rob,

When I call up the URL below, the most recent service pack for each
release is linked to IBM's FTP site.  So when I click on SF52313 under
V3R1M2 service packs, I am directed to the FTP site to download the
compressed exe file.  This works using the most current version of
Microsoft Internet Explorer.
