Well Wordpress is a blog oriented CMS (Content Management System) Jerry - not an IDE. DreamWeaver is an IDE but too expensive for my taste these days since they cancelled their Educator option.

If it is not a blog you want you might be better off with Drupal or Joomla. You can explore building a site with Drupal at Drupal Gardens (http://www.drupalgardens.com) they offer a lot of templates and will even host the site or allow you to download the site you built to any other server supporting Drupal.

If you really want simple then a Wiki might be the answer. We've used PMWiki (to avoid having to worry about a database) and MediaWiki (the software behind Wikipedia). Wikis are really oriented to non-HTML literate people making updates by using a simple markup language.

Any of these will work but in part it depends on the features you want. "Plain" website that doesn't require HTML expertise to maintain and that you can add a blog to? Joomla, Drupal or a WiKi.

Blog site that you can add ordinary pages to - Wordpress.

P.S. Part of you decision may need to be based on what your service provider already hosts. The one that handles my son's site supports all of the software I have mentioned and will even do a semi-automated set up for you. It is not unusual in that regard 1 & 1 for example offers similar options. If you are running on your own server then your choices depend on what software you already have loaded or are prepared to load.
